Strategic Property Planning for CSIRO

The Commonwealth Scientific and Industrial Research Organisation (CSIRO) is the national government body for scientific research in Australia. CSIRO identified the need to raise organisational capital by rationalising significant property portfolio whilst maintaining current levels of scientific capability.
RPL Projects was engaged to undertake best use land studies to assist CSIRO in making informed judgements, through the development of a property and asset strategy enabling achievement of the required outcomes.
We developed the Property Strategy based on desk-top assessments of all CSIRO properties, accompanying business requirement and scientific capability for each property. Stakeholder consultation and site visits (where appropriate) were also incorporated into the strategy.

Strategic Property Management for Property Disposal

One of the sites identified for disposal during our initial CSIRO engagement was a 701 hectare site located approximately 12 km northwest of Canberra’s CBD, known as the Ginninderra Field Station. The significant site has the potential to yield 7,000 residential lots and associated community and commercial infrastructure.
RPL Projects was engaged to project manage the due diligence studies, infrastructure assessment, rezoning approvals, town planning, valuations, commercial partner negotiations, communications, community engagement, stakeholder consultation, procurement management and the preparation of detailed proposals for Board and government approval.

Best Use Land Studies for Commonwealth Agency

RPL Projects was engaged by a Commonwealth agency to undertake best use land studies on several of their sites to determine the optimal divestment option. We project managed the due diligence studies, valuations, town planning, council negotiations, market sounding and stakeholder consultation.

Strategic Property Planning for Defence

RPL was subcontracted to Power Initiatives to provide assistance in the analysis and assessment of the ACT and Tasmania Defence Estate review.
The project impacted all Defence properties in both the ACT and Tasmania. The team of specialist consultants undertook planning and a socio-economic assessment of the sites, valuations, infrastructure and traffic assessments, environmental and heritage assessments, capital cost estimations, whole of life analysis, Estate Disposition analysis, Regional Financial Impact Studies and Estate related Options analysis.

Procurement & Project Management Strategies for Southern NSW Health Collaborative

The Southern NSW Health Collaborative was a joint venture established by the Australian National University, University of Canberra and the Southern NSW Medicare Local to coordinate primary health care delivery, tackle local health care needs and ensure services are better tailored to meet the needs of communities in south-east NSW.

RPL Projects was engaged to undertake a scoping study to identify proposed sites and works in 3 regional town centres, define the risks, provide costing for future works and determine the best procurement and project management strategies for Southern NSW Health Collaborative.

Quarantine Facility Project for the Australian Quarantine Inspection Service

Australian Quarantine Inspection Service (AQIS) currently maintains leased post-entry quarantine facilities in multiple locations around Australia. As lease expiry approaches on most of these existing facilities it became necessary to investigate the provision of alternative replacement options for post-entry quarantine. The existing facilities provide quarantine for cats, dogs, horses, live birds, hatching eggs, bees and a wide variety of plants in accommodation which includes very high-level bio-containment for certain species.
RPL was engaged by the Commonwealth Department of Finance and Deregulation on behalf of the Department of Agriculture Forests and Fisheries and the Australian Quarantine Inspection Service to investigate site options, recommend a site, coordinate and develop the scoping study including the supporting detailed business case for the new facility. For this project, we collaborated with the Australian Centre for Biosecurity and Environmental Economics (ANU) that undertook the analysis that provided supporting economic justifications for the new facility.

Project Management for Commonwealth Law Courts – Darwin and Newcastle

RPL was engaged by the Commonwealth Department of Finance and Deregulation on behalf of the Commonwealth Attorney General’s Department as the Start-Up Consultant to investigate site options and recommend a site, coordinate and develop the scoping study and to establish the brief, the budget and the programme for these two projects in Darwin and Newcastle. The purpose of the Start-Up consultancy was to provide Commonwealth decision makers, and the client with greater project definition, cost certainty and risk identification.

Project Management for the National Portrait Gallery


The Start-Up Consultancy developed the project documentation and selected the project manager to deliver the project. The documentation included the functional design brief, master program, cost estimates, risk analysis, initial site investigation and parliamentary, EPBC & NCA approvals.
RPL assembled and managed the team of consultants who were able to deliver the outcome required. We wrote the functional design brief, technical elements of the contract documentation, undertook the risk analysis and managed the site investigations as well as assisted in the tender assessment process.
We provided a project brief that was recognised by the Gallery Director as the foundation for the outstanding result that was achieved.
